Guadalupe Orrego

With over 20 years of experience, Guadalupe Orrego specializes in corporate, financial, and public law legal counsel for national and international companies, particularly in regulated and highly complex industries. Her practice combines experience in law firms, in-house legal departments, and positions in the public sector with a comprehensive strategic vision for business decision-making.
She has advised publicly traded companies, business groups, and foreign investors on matters of corporate governance, reorganizations, financing, complex contracts, and investment projects in the energy and infrastructure sectors, both at the law firms Prieto Abogados and Aninat Abogados, and in the legal departments of ENGIE and AES Andes. Internationally, she worked at Engie Global Markets in France, a regulated financial institution, participating in international ISDA and EFET contract negotiations, and was a visiting lawyer at Dechert LLP in Paris specializing in international arbitration.
In the public sector, she was Head of the Legal Division of the Chilean Ministry of Economy, Development, and Tourism, where she participated in strengthening the Office of Major Projects (now the Office of Sectoral Authorizations and Investment) and in state modernization initiatives such as promoting the use of the single digital signature system, electronic signatures, and the one-day company formation system. As Legal-Legislative Coordinator for the Ministry of the General Secretariat of the Presidency, she participated in drafting and processing laws related to the digital transformation of the State, electronic signatures, and the development of various regulations, such as the new regulations for the Corporations Law. She has also served as a director of Sercotec and the Data Observatory Foundation.
Her experience allows her to integrate legal, strategic, and business perspectives, not only from her knowledge of business operations and corporate matters in general, but also from her experience in the public sector, regulated industries, technology, personal data protection, and artificial intelligence.
She has participated as a speaker in cybersecurity seminars on personal data law, cybercrime, and cybersecurity. Published in the first edition of the UDD Observatory on Law and Technology, and collaborating with UAI on a consultancy for UNESCO regarding ethical algorithms in artificial intelligence projects.
